OCR’s healthcare discrimination investigation

March 11, 2025

The U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR) is conducting investigations of four medical schools and hospitals for alleged discrimination.

The announced investigations are “under Title VI of the Civil Rights Act of 1964 (Title VI) and Section 1557 of the Affordable Care Act (Section 1557)” and follow “President Trump’s Executive Order 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity,” according to HHS.

OCR is conducting the investigations following allegations that the schools and hospitals are discriminating and denying opportunity “on the basis of race, color, national origin, or sex.” The accused medical schools and hospitals currently receive HHS funding.
